I suspect that many of them do understand it, but don’t know how (or think they don’t have the political capital) to explain it to their electorates. Who are perceived as being more worried about mundane domestic issues than ephereal foreign threats that, in their minds, are “someone else’s” problem to fix. I wonder if this is an accurate assessment of the electorate as a whole, though.
What is an actual NATO guarantee? There are 32 nations and they have to be in accord before action is taken. It is becoming clear that Trump and Orban would rather be flying the Russian flag. A gathering storm of populism threatens unity elsewhere. It is blindingly obvious that Europe needs an alliance, but without the North Atlantic bit. At least for now.
You leave out of the Blame Game the notoriously gutless Obama, who did nothing when Rooskie tanks rolled into Crimea. Yes, yes, feckless Biden had the backbone of a jellyfish, and brainless Trump has the cognitive powers of an even lesser creature, but the three of them together, or in series, caused this situation to come to fruition at this moment. To me it seems that for 30 years, few in the United States or Europe anticipated how Russia would evolve, how the former Soviet block countries would evolve. Everyone tried to save money on the military until 9/11 and then Russia was seen as a partner against terrorism rather than a threat. No one articulated a purpose for NATO despite growing its membership. No one tried to convince their public of a purpose for NATO. The US wanted to focus on Asia and not Europe. Most of the Europeans wanted cheap Russian natural gas. So it’s not surprising that since 2008 when Russia invaded Georgia policy making regarding NATO and Europe has been incoherent.

Ukraine cannot push Russia out alone. However brave and determined, Kyiv simply doesn’t have the scale of resources.
Yes, Russia feels the strain — sanctions, casualties, internal dissent — but that doesn’t change the fact that Ukraine is desperate. Its population, infrastructure, and economy are being bled dry.
NATO’s fear of escalation is the unspoken elephant. Everyone knows what restrains decisive action: Putin’s nuclear arsenal. That deterrent keeps the West cautious even when it admits Ukraine cannot succeed alone.
So the real question is not “what kind of NATO-style guarantee,” but whether NATO is willing to face down nuclear blackmail
And if NATO is serious, that means more than words: giving Ukraine true offensive parity — long-range weapons, modern air defense, economic chokeholds that actually bite, and political guarantees that raise the cost of Russian aggression. Anything less is shadowboxing.
NATO is not meaningless, it's just without USA, that's got you in a bind, not to worry NATO-like is damn good and is got Ukraine covered, you just don't get it, you need faith, if that is available to Russian decent, or you're in a pickle like state..

A major part of NATO is interoperability. What does that mean. I was a US Navy sailor for 20 years.
For the Navy it meant all NATO ships used the same type and grade fuel, same with planes. So when we needed to refuel at sea, a frequent operation during heavy operations, we could refuel from a British or French or Italian oiler and likewise their ships could refuel from a US Navy oiler.
We all used radios that operated on the same frequencies and used the same encryption so we could communicate. We used the same communication code books so we understood and could respond to each other's tactical signals.
We all used and practiced together the same formations and battle tactics. We all had the same battle plans already worked out so if the worst happened we could fight side by side as one force.
Much of our equipment use parts that are interchangeable. I remember when we went metric. It was a really big deal. It specified the caliber of ammunition so our bullets and artillery shells could be fired from each other's guns.
So NATO isn't just a bunch of world leaders meeting periodically to batch about how much each member country is spending on their military and making grand promises about coming to each other's aid.
Here's how each of us can help Ukraine. This is a legitimate official Ukrainian website endorsed by many trusted, prominent Americans. So far they have raised over $1.8 billion for such varied things as drones, ambulances, anti-air defense, and rebuilding schools and hospitals. You choose your own area of interest.
NATO-style would be the agreement we made in the 80’s to protect Ukraine if they gave up their nukes.
